Yes that is completely normal. My neons used to do that and it scared the crap out of me, but I did some research and this is how fish sleep and wake up.

wow, so that means that having a powerfull pump (high current) will not allow them to rest enough, right!!

I was telling my bro that we should make the current go slower because maybe the fish would get tired of swimming like that at some point, he just laughted at me perhaps I was right, or maybe not???
