I have no idea if fish can eat peppers. Some are very much vegetarian in their natural preferences but the heat in peppers is a specific chemical, capsaicin, that is not exactly a major source of nutrients for the fish. A quick Google tells me that capsaicin is a particularly strong irritant to mammals but not at all to birds. It seems that birds eating the seed is the main way the plants are propagated in nature. I found no reference to fish one way or the other, but mine are not experimental animals so I will never know from feeding it to them.
