You might want to try Sculpey. I'll caution you though, you will need to get Marine resin. It's an epoxy based product.
Note:...it's a HUGE note. I'm only passing on what has been passed to me. I'm doing this myself, as a test. I have not put it into a working, with fish, tank yet. But, it seems to be working in testing thus far.
