i wasnt able to read the article thru but the liquid he used is a special non conductive liquid (safe for dipping electric equipment in) something similar to the link below (click on the wetless water video)

i find that new technology really really interesting,

anyway il update on the tank, the tank temp is stable at 28-29 now with a ice bottle change every 4 hours during day time :) at night the water is naturally cold. (next step to cool the tank down, fans for my lighting )
 
in one of my classes we kept salmon so they need extremly cold water so what we did was take a old fridge and get the coil out of it that makes it cold worked really good
 
An even cheaper method is to buy ice cube bags, fill them, freeze and pop in aquariums. You can refreeze them over again.
 
thats what im diong now :p placing the bags in with the evaporator, keeps the temp down nicely but has to be replaced every 3 hours or so
