Can I have something like this? The Bamboo growing out of it?

The Mrs doesn't want a fish tank but if it looks like a "plant or plant pot....." she says it's ok ????

Yes you can. I believe it’s called “Lucky Bamboo”, and is very easy to grow.
 
Yep! You can have bamboo growing out of your tank. It just has to have a couple inches of the top sticking out of the water, because it is not an aquatic plant but semi aquatic

The base of the tank needs to be Sand? or Gravel?
 
However..... am I right to assume that means snails and shrimp are out of the equation due to them escaping?

I would personally use sand, as you plan on keeping live plants.

As long as you have the lid on, it should be a non issue.
 
I am not sure if shrimp or snails will try to escape or not... im Sorry. I would leave the plastic lid thing on because bettas ARE known to be able to jump!
Shrimp for sure won’t try to escape, as they need water to perform even the most simple functions. Some snail species can be out of water for a considerable amount of time, and can still function properly.
 
Another option instead of the bamboo is Brazilian swords ( peace Lilly’s ) look amazing once flowered
