Deformed Tetra, Should I Euthanize?

Yes, fungal infections are contagious, but in my dealings I've found them to be much less contagious than ich unless you've got a crazy strain of it going, but I would say it's just a secondary infection. IMHO, I wouldn't treat your whole tank. Just keep a super close eye on all your fish, and if you see any cottony, fuzzy growths, then I would treat it. 
 
Thank you for all your help, but unfortunately I have decided to euthanize him tomorrow with clove oil. He's gotten worse and is now struggling to eat, I think because of how messed up his spine is. The picture doesn't show exactly how bad he looks, but he's like an entirely different looking fish. He's also swimming a bit off do to this deformity, and his colors have faded so I think it is NTD after all. From what I read, it's best to euthanize since it's incurable. He just doesn't look good, it's not just the fungus. I could treat him for that but he'd probably starve to death because it's hard for him to eat even small bites now. Very sad, hope my other fish will be okay. If I see any more fungus on the other fish, at least I'll know what to do. Thanks everyone

Sadly I didn't euthanize him in time. Was going to give him one more day but found him either dead or near death this morning. Wasn't sure if he was fully dead so I used the clove oil anyways, just in case. Hopefully he passed peacefully. I usually bury my fish, but is it such a good idea in this case? Seeing he might have had ntd, would it be best to dispose of him in a bag?
 
Sorry to hear, but i think a fish in this terrible state better is euthanised directly. Glowlights sometimes get a (probably bacterial) infection that deteriorates very fast. NTD is very rare and to my knowledge only infects neons and cardinals. False NTD is a bacerial intection, but mostly has other symptoms.
