Dechlorinization

It depends on your individual situation. With a smaller tank or 2 putting dechlor in the bucket of water before adding to the tank works best. For larger or multiple tanks, a hose or python setup works easier than lugging a dozen or more buckets.

When I add water with a hose I add declor every 5 gallons on smaller tanks, every 10 gallons on larger ones.

Dechorinator works instantly and is designed to be perfectly safe to add to the aquarium directly. Thousands of people, including myself for the last 10 years or so, add the dechlorinator to the tank and then fill directly from the tap using a python hose. If you are using buckets to change anyway it won't make a difference either way - go with whatever makes you comfortable.
 
When using buckets, I add it directly to the bucket. Chlorine and chloramine are instantly neutralized. When using the python on the big tanks, I add half before I start running water and add the rest at the end. I use Stress Coat which says to dose 1 tsp per 10 gallons for water changes and 1 tsp per 5 gallons to add in reducing stress and healing the slime coat. I add 1 tsp per 10 gallon at the start and 1 tsp per 10 gallon at the end. The end result is that I have dosed at 1 to 5. Never had any problems.
