At it's simplest follow these instructions;
1. Get a length of hosepipe
End of instructions!
But found it was hard to get the suction just right so the gravel got sucked up but not out. (I needed a tiny one for my Betta tank).3/4" pvc pipe 1 to 2 feet long. Cap it with a threaded end. get a threaded to barbed fitting. attach spare thin tubing ~1/4"
Length of 1/2" hose. Johnsons baby shampoo bottle. Cut the bottom off the shampoo bottle and affix the tubing to the neck. use as a syphon by digging the open end of the bottle in and out of the gravel. Cheap and simple. To make a more expensive version add a syphon starter bulb to the tubing.

For a more advanced approach clear pipe is better, and a wider end where it goes into the tank - could use the neck of a smallish pop bottle attached to a length of pipe?
