cycling the quarantine tank first?

I've got some questions about quarantine tanks.

I know I need to quarantine new fish before introducing them to a community tank so I have to buy a second tank to quarantine them in but since that second tank is new I have to cycle it first right?

But, if a fish gets sick and I have to quarantine it later, how does that work? Does everybody just keep another tank cycled, running and ready just in case they need an emergency hospital/quarantine tank?

This is new to me because with the bettas I can set up a hospital tank in a flash using mature, prepared water & a 2g tank I keep on hand, no need to cycle. I want to make sure I understand how all of this works before I start!
 
Yep, it needs to be cycled and ready. I would keep a couple of small fish in there that you could move if neccessary to treat a fish. That way, you don't have to keep adding ammonia.

Put a betta in the Quarantined tank, because theyre very hardy fish, and wont mind being moved often.

Plus they will make your tank look nice while you dont have ill fish.
