Cycling Test Reads - Water Change?

I've been cycling a 10 gallon tank for about 2 weeks with a Japanese Trapdoor Snail and a Betta Splendens.

Recently, my Nitrate went up to 20 ppm and my Nitrite went up to 1.0 ppm. Is now the time to do a large water change? Or should I let it get up to a certain point? I have already moved the Betta to a safer tank, I didn't know how the strong readings would effect him.

Also, I have 2 Swords, a grouping of Crystal Val and Duckweed for plants.
 
I'm not sure on the definate answer to your question, but During the cycling period, I just do a 20% water change every week.
 
Wait until the nitrite gets to 0ppm then do an 80% water change to get rid of the nitrates. Than's the way I did it. There is more info in SMB and Alien Anna's signatures. Good luck!
