Cycleing a new tank & adjusting pH

The site suggests to add it continually as you add fish or do WCs. Did you follow that regimine?

I just did partial water changes instead... the package made no mention of continuously adding it (bio spira) unless more livestock were added.

That may have attributed to your readings. Some of the bacteria could have still been free floating and not attached to anything. Just a possibility
