will covering power filter with nylon stocking to prevent shrimps being sucked into filter damage the filter or reduce the outpur water flow

It reduces the flow slightly at first. You'll find it may get blocked quite quickly, especially if you have an algae issue.
 
As you get a bit of build up on that stocking, it will almost stop the water flow. A better solution that never seems to plug up much is to use a sponge filter insert to cover the inlet. I just cut a slit in the end of this sponge that is made as a replacement for a popular filter and slip it over the tube.

This is the uncleaned sponge in place a month later. By then it was becoming an extra layer of mechanical / biological filtration in the tank.
