If they are power points just above the stand you should move them higher up the wall. Otherwise you won't be able to get to them once the tanks are in place. I try to have the power points about 18inches above the top of the tank. Then they are unlikely to get water splashing on them but will be close enough to the tank to use for heaters and power filters.
You must be in a warm climate as there is no front on the room. If that is the case then you might have to watch the temperature and make sure the water doesn't get too warm.
You could also look at putting some sky lights in the roof so you get more natural light in the tanks. This will increase plant growth and help reduce the need for artificial lighting.
The other thing you can do is to make the stands 3 tiers high so you get more tanks in the same area. You don’t have to put tanks on the top shelf but it is nice to have it available for when you want to add more. You can also store water (for water changes) in the top tanks if you go 3 tiers. Simply fill the top tanks up with tap water and have an airstone bubbling away in them. Then you have dechlorinated water whenever you need it.

Looks good, but one thing I notice is that it doesn't look like the top of the stands are even, like all of the boards aren't of the same thickness. -_- Or it may just be the lighting.

If he is putting polystyrene under the tanks, that wont matter to much.
 
you could use a belt sander on them that would get them even
