I got a congo Tetra from the shop last week, and I've noticed his fins appear to be a little ragged. There are three other tetras in the tank, and their fins are have quite smooth edges. He seems well enough though :)

Are the three others Congo Tetras as well?

Congo's are fairly nippy with each other, it isn't unusual for some to have little nips out of their tails. Keep an eye on it, if the edges of the tail are clean then you don't need to worry, but if there is any sign of disease or infection you will want to get on that sooner then later.

The other fish in the tank are mostly rainbows which seem pretty peaceful. There are 4 Congo Tetras in total. I was watching them this morning, and they sure do get feisty with each other.

What diseases could cause the fins to look ragged?

what is commonly known as fin rot, the tail and fins will erode away. Usually a sign of poor conditions in the aquarium. The infections would also be due to poor quality water.

I would suggest adding a few more Congo's though, they are very social and will appreciate the numbers. I have found aggression goes down a bit also if kept in a larger group, there was a considerable difference when I doubled my schoold from 6 to 12.
