I think tetras and barbs should be kept in groups of 10+ IME. The more there are, the more secure I think there are and will stick to their own kind. But as said by N0body of the Goat (I was going to shorten that to "N0body" but it sounded funny) the rule is never to put fish together where one can fit the other in its mouth.
 
I had some aggression just with my longfin black skirt tetras when I had only 6. I upped the number to 10 and they settled down considerably.
 
I have a few tetra and they do need to be in a decent group. 8 to 10 at a minimum.
