Yes, the marine bulbs are not very good for plant growth. Switch back to the daylight bulbs if possible. The marine actinic bulbs are purpose built to encourage algae growth. Inside of corals there is a tiny bit of algae in each cell that photosynthesizes and produces food that the coral eats up and grows on. The bulbs you are using now is great for this purpose but not for freshwater plants.
Saying all of that there are also different types of marine bulbs. Some are specific actinic bulbs call O3 Actinic that produces a really short wave light and is used on reef tanks. That's the one you really don't want. There is also a blue actinic that produces a slightly longer wave length of blue and also a little bit of red. Then there is the 10,000K marine daylight bulb. I suspect you probably have the later bulb. Those are actually perfect for freshwater and marine tanks and grow plants very well. The question is what light is it that you specifically have?
Algae is always a result of having too many nutrients in your water column. The change in lighting alone does not explain why your particular algae went away. Did you do anything else like change feeding habits or food?
