Weather loaches and white coulds are ideal for starting off a cold water tank with. I used to have a couple of goldfish to which I added the above fish after a year or so. Only problem with this is that white clouds tend to become prey to larger goldfish. Weather loaches are probably the most hardy, placid and friendly fish I've ever kept. Just make sure you have at least two, probably more if you intend to keep a larger tank. (Mine is only 60 litres).
I have two dojos/weather loaches ( one of 4 inches and one of 7 or so), and 8 white clouds. Another benefit of these two species- they are quite happy in both cold and tropical water.
A couple of years ago I moved my large goldfish and gradually cranked up the temperature of the water by about half a degree every two weeks or so, until my tank conditions were perfect for a dwarf gourami. All residents are best of friends!
The temp increase has meant that my loaches have got MUCH bigger and more sociable, same story with the minnows. More regular tank care needed now however, which is the only downside.
Apologies for going somewhat off topic, but yes, weather loaches and minnows are a cracking way to start. Really rewarding and hardy fish if cares for. My minnows are going on 6 yrs old, and my loaches 10, so the can't be too fussy!
Obviously once you have your tank bedded in and have had some fish in for a month or two you can start adding other fish in the same intervals if your tank is large enough!
