Co2 Glass Coil Diffuser

I just bought one of those nice glass diffusers, and it didnt come with any instructions. Do I just fit the hosing on it and stick it in the water, or do I need to fill it with water, or what?

I just stuck attached mine to the CO2 tube first then plonked it in the tank

It then filled with water so I can conveniently bubble count
