If he is hopping back and forth without any problems, and him being in the filter presents no danger, and his hopping back and forth cannot result in an excursion anywhere else, like the floor, I suppose just let him do his thing.

It could never happen with my filters, they are of a different type.

Ok, I lowered the water level a little so he won't jump in to the filter. But, if it's safe for him, I guess I have no choice but to let him take his little field trips.
