whats the best way to clean an empty tank thats really dirty and has algae?

well empty it first

then, you can use an algea scraper to scrape off the algea. an old credit card might do the trick as well or a razor blade.

you can use a mild bleach solution as well but makew sure you rinse rinse rinse and add dechlorinator by the bunch afterwards.

vinegar works well too, or saltwater

Baking soda has worked for me when I have cleaned some of my tanks.
