Circulation... Micro Power Head?

Hi all, well I've identified what I say growing on my carpeting plants as fungus, its gradually spreading (thought not doing any harm as such), I think, as others have said its a possible circulation issue.

I currently have a spray bar output from mini external filter.

I could try:

A: angle the spray bar to point further downwards? (for deeper penetration)
B: remove the spray bar (I do like it though...) and replace with normal flow output positioned deeper in the water
C: (last resort) add a small circulator/power head etc. something tiny and unobtrusive (15L tank) to help with circulation?

What do you guys think?

Edit: Also, does anyone knoe of some plastic clamps (or similar) I can use to seal the hoses on my mini0external filter when it comes to cleaning (save faffing about) cheers!

Why not move your spray bar deeper into the water and see what effect that has?

I have it set up as part of my 3D background, but, shouldnt be too hard to move thanks!
