Well if you want Bolivian rams one would be fine, a pair well the male will stress the female alot unless they is a ton of plants and caves. German Blue rams would be possible but the same stress would be put on the female. If you acclimatize rams slowly by adding small amounts of aquarium water they will get used to the PH. I Breed rams currently in a ph of 7.8 so its not impossible. They only say keep a low PH because it is natural to them and for the most part allows for a High Hatch rate for when they spawn.
Shell dwellers Require a high ph of about 7.8+ since they are from Africa. If you reach that PH then i believe you could house 1 male to 3-4 females if you give them adequate shelter and a large amount of shells(10-15). The male will hold territory over the shells which would not allow many more types of fish other then the shell dwellers to live in the 17 gallon aquarium.
For feeding the Rams variety is best so Bloodworms maybe once a week brineshrimp are ok more then once and a staple of Cichlid pellets or high quality flake would work. I would say the same with the shell dwellers.
I would not get the shell dwellers if you plan on keeping any tetra or harlequin rasbora's.
