I plan on getting about 10-20 cherry shrimp for my 10 gallon tank because i have found that that is one of the only things that will safely fit in my tank and still look kinda cool.  do they like or prefer any kinds of plants or anything like that and how often are they going to breed.

shrimps love moss balls/any type of moss suitable for aquariums as far as i know

They love all sorts of plants and moss and even algae that grows in a planted tank. Pretty much any plant but if you are just starting out they will be fine with low light plants to hide in and crawl all over. My cherry shrimp are constantly breeding. There is always at least a few females berried in the tank at a time.

Yep, moss and small plants - any will do.
The breeding cycle of RCS is 28 days - so if you have some horny little male shrimp, you can end up with baby shrimp every month of the year.
