Cat Litter Substrate

I've read that sometimes this stuff can break down after 1-2 years and turn to mush at the bottom of your tank. Can those of you with experience in this matter say if there's any truth to this? I need to choose a substrate pretty soon, and I'm leaning towards following minnnt's advice (cat litter + Osmocote tabs).

Mines been in for more than two years and is exactly the same as when it went in.
