i have a 46, and....

i have 2.7 wpg
i add flourish excel, flourish potassium, and flourish iron,
i have instered a couple root tabs
i have a diy co2

is this enough to introduce carpet plants into my aquarium? such as glosso?

Glosso might be happy there. Sometimes it will do great in tanks that are inadequate for it, and sometimes never get anywhere in tanks that are ideal. It's hard to predict if it will do well for you or not. I think it's worth a shot... you probably have a very good chance of success.

If the glosso doesn't work out, try pygmy chain sword! I've got chain sword happily carpeting my tank at 1.8WPG.

The glosso may grow 'up' instead of 'out' under 2.7wpg. For a carpet look you want it to grow 'out' and spread. Glosso is stubborn! :p It may actually work out for you, especially in the bright areas.

great, ill probably give it a try.

do you think its necessary to use flourite, or at least some and mix it with my normal gravel? or would all those liquid fertilizers and tabs work?

If your tank is already established, don't bother with flourite. Unless, of course, you want to remove all of the substrate and start again. :kana:

Flourish root tabs should be fine.
