Can You Put A Fish Down?

I would hate to kill my fish, but it seems the better alternative of him suffering. :(

He seems to be worse and he has been sick at least a week, if not more.
* He lays at the bottom of bowl, kind of at a angle (almost on his side).
* His coloring is terrible, his face turned gray and it seems to be spreading down his body.
* The fins under his body (not sure what they are called) seem reddish.
* He is still not eating, which is at least a week, if not more.

wait, how exactly can you tell if your fix has septicemia?

my fishies fins have been weird lately, seems like finrot but it seems as thought i can't cure it with melafix...but his lower fins are reddish..can this be a symptom?
 
If worse comes to worse, and you have to put it down, I found a much nicer way of doing it than my previous razor blade method. I bought a bottle of Euthanase from Drs Foster and Smith. It's made of Clove oil and acts as a natural anesthetic. You put the fish in a container with the original aquarium water, add a few drops, cover, and then about 15 minutes later, you add more drops and wait another 15 minutes. best way least pain is to simply cut the head off. clove oil doesnt work straight away and they can linger and flap
 
Remember also that some bettas have red wash through their fins. So if the main colour fades it can appear red and not be septicemia. If the edges are red like an inflamed wound would be then treat for septicemia by all means, if it's jsut a large patch of red colour, double check to make sure.
 
His fins were not reddish before. He also seems to have white on him now too.

I hate to be a bother and keep popping up... I wish I could find out what he needs and take care of his problem.
