Can I Put Together?

as the title states - we only have a small 28ltr tank and are thinking about which fish to home - OH would like a few shrimp and we've got our eyes on a few penguin tetra's - would a cory or a betta be better?

You can mix any of those except i think beta's eat shrimp, but im not sure.

Ya... my betta ate my ghost shrimp hmm but 28L? that's not even 10 gallons, that's like 7 gallons... I'd recommend mabye 3 cory cats and a betta but nothing else as it is a tiny tank... Panda corys are dwarf catfish so I'd say get them as they stay nice and small...
