From what I've heard, Rams are extremely hard to keep and are not for beginners. Unless you have perfect water quality that is slightly acidic, I would not try them for a while.
If you would like to attempt it, however, I would get rid of the neons and get a couple of otos. (The neons are schooling fish anyway, and would be much happier with a lot of their own kind.) With the tank understocked, it will be easier to make sure that the water parameters stay constant.
This is all an IMO, because I have never attempted to keep Rams... although the thought has crossed my mind once or twice.
I agree.. add 4-5 more neons, a dwarf gourami is beautiful! Also, I may be mistaken, but I believe otos like to have company, so you may get 1 or 2 more of them as well.
Then you'd be completely stocked. How long has your tank been set up?
