Well, the tank alone would probably be $100-200 depending on where you buy it. Maybe less if used. I know you can buy some starter kits at wal-mart for exceptionally low prices, however i do not know what you want. Petco and Petsmart may also sell them. But i live in Canada and have no idea where those two stores are located.
Chances are though, that you won't be too satisfied with the filter that the tank comes with, or the lights. If so, i would recommend a Canister filter. A fluval or Eheim are very good filters

Fluval 304 would be fine, but i'm not sure what Eheim model would be suitable. The Fluval is about $130 CAD.

Lights - Around $40
Gravel, or sand or whatever your heart's desire - $40 (widely ranging from 20-60, maybe more, maybe less. Hard to say)
Rocks - Free if you find them
Bogwood - Free! (or you could buy a few small pieces for $30)
Plants - real or fake. (do you want a planted tank)?
Heater - Comes with set, if not, $20-30
Stand - $100 to 500 ( again, widely flunctuating, depending on if you want wood; metal.)
Fish - (if it's a new tank, hardier fish would be good. No discus or neons

) I'd say around $70 for a community, but it's pretty much all your choice.
All-in-one test kit - $30 (well that's how much mine cost)
Dechlorinator - $10 (for a nice-sized bottle)
Additional Filter Media - $10
Food - (try to get at least 3 different types: Live, Dried, Frozen) hmm... maybe $20/3 months?
Thermometer - $5
Syphon - $10 (python around $50)
