Yes it includes people. I read that now in the US they are allowing people to buy growth hormones for their kids. So basically parents get to pick how tall their child is (if they have the money). Its starting to get like that movie Gattaca! People can pick what sex they want their child to be, and how tall he or she will be. Where do you draw the line?
 
Funny thing abvout that guppy. Young children who get Human Growth Hormone (HGH) actualy end up shorter. They don't have the nurtrian consuming capability as young ones to take full advantage of the hormone and then they build a resistance to it. The best time to administer it is around 14 for females and 16 for males It's not a very effective means for achieving high altitudes because there are 22 and a half factors and only 1 third of them are external. The two biggest factors in the increased hight these days are non human hormones (BoulvineGH and environmental estrogens mainly) and increased nutrition
