I seriously doubt it is bullied by neons and that is causing the issue. Maybe the neons swarm around it and eat of the wounds.

Provide some vegs in there for it.

When feeding should I boil and peel the veggie in question?

Keep feeding het vegs and also provide some.protein (bloodworms / brineshrimp / shrimppellets) They are omnivores
