Bulging growth on head with fluid bubble and popeye?

Hello all!

I’m hoping you’re able to help my poor betta fish Flippy. I have a lot of experience keeping bettas, I know all about proper water quality and how prevention is key, but i’m struggling with getting on top of whatever is wrong with my betta. He is currently in a 16L hospital tank with 50-70% water changes every 1-2 days. I have been adding the correct dose of aquarium salts to his tank, and have just dosed him with 3 rounds of tetracycline over the course of a week and a half.

Flippy has been in my mum’s care for over 7 months, and in that time he developed a black mark on the side of his head, which has turned into a white, fleshy looking tumour/growth. She used multi cure on him 3 times over the course of 2 months. He has difficulty keeping the tail end of his body horizontal because it seems to want to float to the surface, and spends most of his time resting on his side and not moving much. His breathing is laboured most of the time, and his appetite isn’t great, but thankfully he’s still eating. His body quite often is in an S shape, and he also appears to have Popeye and blindness in one eye. After dosing him with the tetracycline, he seems slightly better, but has developed a fluid filled sack behind his left eye.

His water parameters are:

PH: 7
GH: 50ppm
Nitrate: 0
Ammonia: 0
Nitrite: 0

Summary of symptoms:
. Growth on head
. Fluid filled sack behind eye
. S body curve
. Unable to regulate lower body buoyancy
. Potential Popeye and blindness in one eye
. Resting most of the day/low energy
. Small appetite
. Rapid/laboured breathing

. Lots of water changes

Any diagnosis and recommended treatments for Flippy would be much appreciated! He’s a dear little soul and I hate seeing him in so much discomfort.
