Brand new tank problems

Just bought a 40gallon tank and filled it with tap water. I added a quick start and conditioner after it was full. Within 30 minutes the water started turning a blueish tint. can anyone point me in the right direction? Added pics below.

Just some more info. I already set a smaller tank up last week and had no problems with the tap water and additives. Had the small ta k water tested and everything was good just had a high hard level.
