both side fins not working

I posted a couple of weeks ago about my betta who wasn't using a fin. A few days ago he stopped using either of them. He wriggles his body to swim up and down in the tank. He still eats. The fins are curved foward and inverted to a degree. Is this a parasite? Any idea what I should treat with? Could something in the gill cause the fins to do this?

I did a 50% water change hoping it would help, but it hasn't. The paradise fish on the other side of the divide seems to still be okay. Her fins are normal.
 
You mean his little pectorals/flippers on the side,which he uses for swimming? Are they stuck outwards or towards his body...
Could he have possibly tried to wiggle through the divider,pulled himself out backwards and injured them?

Yes, his pectorals are stuck outward but inverted almost and toward his head. He is still eating but the fins almost seem atrophied. I don't think he wiggled throught the divider, it fits very tight. He does have a lava rock in there.
