I spent all last night searching for such a fish, fishy.. but didn't really come across anything apart from chromis and blue star damsels, which I gather are quite an aggresive fish!

when we went to get a fish i wanted, my dad kept saying he liked the bright blue ones and dwarf angel, he said he wants one.
ow well, probally get a peacock wrasse as my last or something like that

Why not buy a fake plastic fish, paint it blue and dangle it in your tank on some string!

You could have as many as you want and you wouldn't have to worry about the bioload!

Damsels are classed as aggressive but my yellow tail is as good as gold. They all have different personalities.
