Black Skirt Tetra shedding?!?

I added a few black skirt tetras to my 36 gallon tank a few weeks ago and I noticed something floating in the tank that looked like (for lack of a better word) skin of one of them. They all are accounted for and seem healthy. Is that normal?

Check to see if any of the fish have enlarged abdomens or spiky scales poking out, might be a disease called dropsy.
