Black Skirt Tetra -- Eye Popped .. Help Needed

Dear Friends,
 
One of my 3 black skirt tetras is not looking as it was earlier. I can see its both the eyes are little popped out and now she is not eating properly from last 3 days.
 
Earlier I had 4 of these Tetras.. and 3 weeks back one of them passed away..  she also got the same but worst condition when it came to my notice and I didn't get chance to help her.. Her right eye was completely popped out and right side of body too... and she was not able to swim..  and she died within 4 hrs since it came to my notice. It was so sudden..!!
 
I have doubt that my next tetra is also facing same kind of issue..  Does anyone know what is this.. ?
 
 
My tank is 5 gallon.Out of 4 tetras, 2 tetras are there since last November (Nov 2012) and 2 were introduced in Feb 2013.

Double-eye Popeye is usually a bacterial infection, rather than single-eye which is usually an injury.
 
Isolate the fish in a quarantine tank
Use a broad spectrum anti-bacterial medication, such as Esha2000 or Myxazin
Buy some "Epsom Salts" from a chemist and add upto 0.25 grams per litre per day
Do daily ~20% water changes
 
A 5 (imperial) gallon or ~22 litre tank is not helping this situation at all, you could pop to your local Tescos/Sainsburys etc. and buy a plastic container that holds 80-100 litres for ~£10. Your 5g is only barely suitable for snails/shrimps, maybe newborn fry at a push, but definitely not tetras of any kind.
