Black Neon Tetras

So I recently purchased 8 Neon Tetras for my 10g tank.

I also have two ghost shrimp in there. can I possibly get two more black tetras without the tank being overstocked? or am I at my limit?

also, is it really required for them to have live plants? Because I don't really have the time to maintain live plants. Water changes? How much should I take out, and how often?

As for the fish I would say you probably could add two and be fine.
plants are good for a tank but are not needed for the fish and shrimp that you have.
i do a 25% water change every week to two weeks and a 40% water change around once a month
