Hi i have 4 black neon's 1 is small and slender and other is big but not fat just work up and i can see 2 neon's near a bit of drift wood its dark but when any other neon's go near them there aggressive and will not let any other neon's near there she ant moveing like they do all time the seem to be close together. whats your torts? sorry i cant get any pic's its to dark to see them on cam. when the slender neon gose near it that seem to rub gether

how big is your tank? L 3ft H 18" W 12 
water changes? every Other day 25% Sometimes do a 50%.
water stats? Unknown till i get my new test kit.
what other fish do you have? 4 black neon's, 2 at 1" angel fish, 6,cardinal tetra,
how long have you had the tank? just over 1 year
did you cycle your tank? if so for how long and what type of cycle? fish free cycle 2month

You shouldn't have to be doing 25% every other day after a year of being set up, especially with that stock.

Aggression in usually-passive species is generally a sign of stress. IN this instance, it could easily be that they want to be in a bigger group.
