Are black (uv) lights bad for fish?

I want to get a 'night' light for the tank... but I'm looking for a more cost effective solution

cost efective solution would be a blue cold cathode tube

Black lights are UV - UV is used to kill living organisms in UV Filters...
Wouldn't want it over my tank
