If bioballs were put into a bag (thing for chemi balls etc) then would they still need cleaning and would they grow bacteria?

Yes but not as often as long as the bag doesnt occlude with crap and yes, a good surface area for bacteria
In all honesty though, why put them in a bag, bio balls are good at keeping themselves fairly clean anyway
 
if you use bio-balls they need to either be rinsed regularly in tank water or used in a trickle tower for maximum efficiency.
 
A trickle filter? I read somewhere that using them under water will make them work better because they can get further along the nitrogen cycle. Let me have a look for it.
