Betta fish acting weird

Hi, my betta fish is in his own 15 liter tank but recently I find him laying on the gravel, he never did that, I just want to know if that is normal, I can’t put him with other fish because he is quite agressieve. Please tell me what to do

I think that test kit is essential. If your tanks weren't cycled first you could be having issues with water quality and will only see more fish losses.
