Well, fish waste would only be used for ammonia and your better of just buying it. Second, is the gravel still wet from when you took it out of the tank. If it is not than all the bacteria on that is dead. If it is still wet you actually need to put the gravel IN the water. The water needs to have contact with the gravel. You can either just plop a handful in. or you can put it in a pile so you can take it out later if it doesn't match the substrate you already have. If you have a mesh bag you could use that for the gravel for fast placing and moving.
