Base rock into live rock?

I just read in on one of the subjects here that if you have mainly live rock in your set up, and the odd piece of base rock then it will turn into live rock as your tank matures....is this true? I might have read it wrong cause im a bit tired :S so can someone please correct me if im wrong?! thanks
 
If you're doing a large tank, then it would be a good way to save some money, because as you stocked it slowly, the base rock would be colonized as the bio-load increased (the more food, the more bacteria). But if you're doing a small tank that isn't going to be stocked with many fish, then you might save (maybe) $20 or so, but you would have to wait a while for all the base rock to be colonized. I think this is right, this is how I remember it being told to me by an employee at a NSLFS.
