Seeded material will give you a great kick start! I would still recommend following the fishless cycling route. With your seeded media it should be very fast.
What you can do is simply add 2ppm ammonia to the tank and test if all the ammonia and nitrite is gone within 24 hours. If it is, you're good to go! If not then the ammonia will help to grow on your bacteria and get the tank ready.
I agree about the threadfin rainbowfish idea, they're gorgeous and do well in hard water. There are many other types of rainbowfish you could consider too! Barbs could be another good choice.
