At Capacity Stocking Wise Or Could I Add More?

It's my 60L and it has 9 cardinal tetras and one betta oh and 3 apple snails.

Could I possibly add more cadinals or something else? Or is it full?
 
Top the cardinals up to 15 should be fine.

What is the filter? That will primarily decide what bioload you can have.

I was thinking of either upping the cardinals or getting some diamond tetras. I would love the diamond tetras, could I add a school?
 
Personally, I'd leave things at the stocking level they are now. Small volume tanks can rapidly change their water quality and chemistry, far harder to carefully maintain than say a 240l with reasonable stocking.
 
Bettas don't like to be crowded, and on the other hand tetras can nip at them. I would add a few more cardinals if you really want more fish, but you don't have room for a whole new decent size school of fish.
 
I would not consider adding any fish with filter of this capacity
 
In terms of space, you could certainly up your numbers a wee bit, but since your filter is only rated up to 60l, I wouldn't go as far as Zod said originally.
