Asap Pleasehelp On 2 Phantom Tetras Deading

Hello,

I have 2 phantom tetras which are off colour, they look like a darker colour then the other phantom tetras which are in the tank, also there eyes are bulging out of there heads with black rounds around them, they have white & black fungi type things which is on them & also they can not swim well & are sometimes flying around the tank out of control, What should i do !? , its really bad seeing them like this ! what is wrong with them? will the other fish also become like this ?

the tank has 14 scissor tails , 5 phantom tetras , 1 common plec & abnout 15 guppies
the phantom tetras have been in there for about 6 months

They have a bacterial infection need to start treating with a bacterial med.
Can you post your stats in ammonia,nitrite,nitrate,and ph.
Remove black carbon if you use it, and increase aeration in the tank.
