Peacock spiny eels would not be a good choice, they can easily reach 10 inches and can grow to 14". Zigzag spiny eels, however, would be a great choice.

d'oh! for some reason i thought that peacock's topped out at about 7~8 inches... my bad )

A lot of times they do stop at around 8 or 9, but there's always the possibility of a 14"er.
