Is a 40cm tank too deep for aquatic frogs?

Yes, they should be fine, just make sure that you have a few broad loafed plants for them to rest on, and even a few decorations for the same reason

I think that the only thing that adding more substation will do is make the tank have less water volume

Can the dwarf frogs live with fish ok? Was thinking about maybe adding 1 and some cherry shrimp

yeah, they can live with fish, but not usually fish that are competitive for food, as ADF's are very slow and struggle to find food in most home aquariums without any supplements
