Would it work for me? It'll be running a small sponge filter in a planted 10g betta tank. I've read complaints about the lack of strong air flow, but maybe because of the plants and because I'm not overstocking at all, maybe the small amount of air flow wouldn't matter a huge amount for me?

I would invest in a normal air pump that runs off a normal power socket.

The nice thing about a USB power interface, aside from the ease of a battery back-up, is that should the Power Supply fail usually due to under spec'd linear regulators overheating (power dissipation is Voltage drop x Current), it is easy to find another, probably in your junk drawer. Most USBs supplies are limited in current output to 0.5-1.0A, but this should not be a factor for the pump load.
